"In 2011, the Oregon Legislature enacted House Bill 3521 which requires the Joint Boards of Education to develop standards, known as "Transfer Student Bill of Rights and Responsibilities". These standards are related to the ability of students to apply credits earned through courses of study at community colleges to baccalaureate degrees awarded by state institutions of higher education. This report is also included in Senate Bill 1538 (2012), which changes the submission from the Joint Boards of Education to the Higher Education Coordinating Commission but otherwise leaves the requirements of House Bill 3521 intact."
