"A statewide Ethnic Minority Youth Caucus was held on February 27, 1989. The reasons for holding the caucus were: (1) to involve representatives from Oregon's African American, Hispanic, Native American and Southeast Asian communities in identifying the most critical problems faced by youth in their respective populations; and (2) to develop recommendations regarding programs, policies, and strategies to address identified problems and unmet needs"--Page 2.
