"In 2018, the Oregon legislature passed House Bill 4044 ... which required the Chief Education Office (CEdO) to conduct a study of educator recruitment, retention, mentoring, and professional development in Oregon public schools with groups of students who experience achievement gaps when compared to other groups of students of similar age and grade level. This bill was written by state lawmakers in response to national and regional concerns regarding teacher shortages at a time of growing student diversity and concerns about persistent achievement gaps"--Page 4.
